- The applicant must come from a family with an annual family income which is lower than the total poverty threshold for a family in the applicant’s circumstances (Total poverty threshold = 2.5 x No. of Family members x Food Threshold) (Food threshold = the amount an individual needs in order to purchase for one year the daily “basket of goods” which the Food and Nutrition Research Institute recommends for Filipino to maintain his/her health: For CY 1997, for instance, the NEDA provided these data on the food threshold: Urban:P8,304 per annum, Rural:P7,172 per annum, Metro Manila:P8,934 per annum)
- The applicant must have passed a total of at least sixty (60) units of courses required in his/her engineering curriculum and obtained an “adjusted” weighted average of 2.50 or better, must never have incurred a grade of “5.00”, and must not have any unremoved grades of “4.00” or uncompleted grades of “INC”.
- All other considerations being equal, the scholarship grant will be awarded to the applicant with the highest adjusted weighted average.
- The applicant must come from a family residing outside Metro Manila, with first priority to students from the province of Pampanga and with second priority to students from other provinces.
- For priority purposes, the weighted average of an applicant from Pampanga will be adjusted by a “palugit” of “0.10”, whereas the weighted average of an applicant from any other province will be adjusted by a “pabigat” of “0.10”. Thus, an applicant from Pampanga will have a 0.10+0.10 = 0.20 advantage over an applicant from any other province
